TIRANA (Reuters) - Albania's constitutional court ruled on Monday in favour of a deal with Italy that will allow the Italian government to set up reception centres to host migrants trying to come ashore. The Albanian parliament has still to ratify the deal before it enters into force. Italian Prime Minister Giorgia Meloni agreed with her Albanian counterpart Edi Rama in November to set up centres that would initially host some 3,000 people as Italy tries to bring down numbers of migrants that nearly doubled last year. The deal is part of the Italian government’s multipronged efforts to stem migration, in particular Mediterranean Sea crossings, sending the message that many undocumented migrants will not be allowed directly into Italy, even temporarily. The agreement was signed in November by the leaders of the two countries, but challenged by opposition lawmakers in Albania, who argued that it violated the country’s Constitution. On Monday, the Albanian Constitutional Court ruled otherwise, clearing the way for the deal to be taken up by Parliament, where Prime Minister Edi Rama’s Socialist Party holds 75 of the 140 seats.

Italian maritime authorities now routinely assign privately operated rescue ships to ports in central and northern Italy, hundreds of miles and several days of navigation away from where they find boats in trouble. CNN —Kosovo President Vjosa Osmani condemned the brawl that erupted Thursday in Kosovo’s parliament between opposition and ruling party MPs, CNN’s affiliate N1 reported. TIRANA, July 3 (Reuters) - Former U.S. President Bill Clinton on Monday met 12 children and men from Kosovo who were named after him in gratitude for his role in stopping the 1998-99 Kosovo War. Clinton, who served as president from 1993 to 2001, is regarded as a hero in Kosovo and Albania for launching NATO air strikes against Serbia's forces in 1999. The strikes halted the war and allowed nearly 1 million Albanian refugees in Kosovo to return to their homes. The clip shows six men carrying a black dinghy flying both the Albanian and British flags. But the video was captured during an anti-government protest in Tirana, Albania, on Nov. 12, and it shows the men carrying the dinghy to the front of the office of Prime Minister Edi Rama. Video and images captured by local news outlets show the same event with the same men from a different angle (here and here). The video was captured in Albania and shows people protesting corruption, rising poverty and a growing number of people leaving the country.

A former high-level FBI agent who was involved in the investigation into the Trump campaign's contacts with Russia during the 2016 election has himself come under scrutiny by federal prosecutors for his ties with Russia and other foreign governments. A witness subpoena obtained by Insider indicates information that federal prosecutors were seeking about former FBI official Charles McGonigal. "It's very rare that former FBI people at all, and certainly former senior FBI people, wind up as grand-jury targets," the official said. McGonigal used his official FBI letterhead to try and arrange a business meeting with Edi Rama, the prime minister of Albania. Since he left the FBI, McGonigal has continued to trade on his expertise in counterintelligence.
